There have been quite a few questions about our home program, so we put together this FAQ for your information:

Are all the houses being built in Kernville?
No, we can build anywhere within the City of Johnstown limits. We will be utilizing vacant lots around the city for these homes. If you see a lot you’re interested in, let us know, and we can check its availability for purchase.
Are the houses free?
Unfortunately, no. We will be selling the homes at cost, meaning we will only charge the amount it takes to build them. Purchasing one of our homes also helps support future homeowners in the program. You will be responsible for securing your own financing.
What size are the houses?
We offer two-bedroom and three-bedroom floor plans, both designed to fit within our $100,000 pricing goal. All of our homes are ranch-style, built on crawl spaces, and do not have basements.
Why should I buy one of these homes?
Our goal is to provide a move-in-ready home where you can place your keys on the kitchen counter and not have to worry about repairs for years to come. Many homes in this price range within the city require extensive repairs, but these new homes will not.
Are there any restrictions on the homes?
Yes. You must live in the home for at least five years, and the home cannot be rented out. If an emergency requires you to move within that time, we have contingency plans in place. These restrictions will be reviewed with you at the time of purchase and will be included as a deed restriction on the property.
Can I have input on the home’s design?
Yes, but within limits. You will be able to choose options such as roof color, flooring, tiles, appliances, etc. However, structural changes—such as moving walls or adding rooms—will not be permitted.
Can I be the first buyer?
The first home is being purchased by JWF and donated to a veteran of the armed forces. If you are a veteran, we encourage you to reach out to VCI, which is handling the application process for that home. After the first home, applications will be processed on a first-come, first-served basis. While there is no obligation to purchase a home, we will move on to the next applicant if financing is not secured. To ensure readiness, we will engage in discussions with you several months before construction begins on your home.

I'm just curious. With the insanely high property taxes in Cambria County (over 10%), will these people be able to afford a brand new house which will probably be assessed much higher than the older homes that are already barely affordable bc of this tax burden. Also, a 5 year commitment is a scary thought in this economy where jobs are hard to find and even harder to keep.
Instead of building new, why not renovate the existing stock of homes that could be saved? A new kitchen, bath and windows goes a long way, especially if a good local contractor can leverage buying power for multiple projects,.
